How to fix the problem
Apple menu > System Settings > Users & Groups > Add User; enter an administrator password, select a user type, and create an account.
If the problem persists
Use an existing administrator account and verify that the computer is not managed by an organization. Creating a new user and creating an Apple Account are separate steps; a standard user is usually sufficient for daily work.
