How to fix the problem
System Settings > Keyboard > Text Input > Edit > +; add Lithuanian and change the input language via the menu bar or a set shortcut.
If the problem persists
Activate the input menu and check the characters of the selected layout through the Keyboard Viewer. If only one app is changing, look at its keyboard shortcuts and input settings.
