How to fix the problem
In Windows 11, go to Settings > Accounts > Other users > Add account. In Windows 10, this section may be called Family and other users. If you need a local account and the wizard allows it, select You don't have personal login information, then Add without a Microsoft account. Grant administrator rights only if necessary.
If the problem persists
Make sure you are using an administrator account. Creating accounts on a work or school computer can be restricted by an administrator; Do not delete an existing account until its data has been transferred.
